I've been making some cold calls to offer my design services.
Ong guy I called, started asking a whole bunch of questions. I understood from him that the graphic designer he used in the past decently stopped working and he is on the lookout for a new one. It also sounded like he really needed a flyer design ASAP, although he didn't end up commissioning me for the job. Probably because I didn't sound confident enough.
I decided to mock up a flyer for him and would like to send it to him as a sample.
Can I do such a thing, or is that too aggressive?
And what/ how would I write the email?
I want to show him my basic design and let him know that if he is interested I would customize/ edit it according to his preferences.

You'd work for free?
If you think he didn't hire you because you weren't confident, this will cement that...
It's hard breaking in
ETA if he was sort of serious, I'd sooner send in my portfolio and offer some kind of sale/discount

I see no reason why it would hurt unless you have no time to spare which doesn't seem to be the case.
Even if he doesn't go with you you will now have a sample to use.
Just say as per our conversation I created a mock-up for something I might be able to do for you... Something like that

Can you watermark it so he can't use it without paying for it?

No if he wants it, I would have him pay.
It's not a fully finished product, so he can't use it without paying me. I might even add a watermark, as an extra measure, like someone above posted..
