When applying for schools, who can I write as references? Other than neighbors, or a rav/rebbetzin…
Can I write family? Friends? My Kalla teacher who I keep in touch with but doesn’t know my family?

You can write your rav or rebbetzin, and I’d also write one or 2 families who know you well and who send to that school

I wrote friends and neighbors. I don’t think they want family.

How many references do they want? We only had to provide 2, we did our rav/rebbitzen and our neighbor who works at the school, so they know who they are. Usually the idea is for them to get to know who you are as a family and the more links you can give them through people they know, the better. I saw it as a mishpacha type of thing where they're trying to place who you are and the type of people you are, so the people that will help them with that is the ones you want.

The problem is - I don’t really have a rav/Rebbitzen that I can write. And I can’t write neighbors either, I’m new to the neighborhood so they really don’t know me…

You write references that send to the school you are applying too.
