For a young pre teen for shabbos.
I don't think this is an adults dress.
You can add a cardigan.

I think this would only look good if you’re very small on top. and very thin.
It all depends how it looks on you to know if it’s appropriate for shabbos. It’s possible that it’s a good shabbos dress.

Can totally be dressed up or down.

I would wear it with flats and a sweater for work and then switch out to heels with a fancy wig for an evening engagement party.
