Shes in primary and comes home a mess, completely hyper and riled up and at the same time exhausted.
There are 10 meltdowns within an hour. I think she needs something to calm down and decompress when she comes home but not sure what.

Bean bag corner with sensory toys, warm bath, healthy filling food right away, calm music.

Can you just hug her and sit with her for a few minutes?
Then offer her something to eat
Then quiet play, reading, coloring...

Totally agree with a snack and dimming the lights
No questions or speaking of school for the first 30 min
I find my kids have to decompress right after school every day
We have Dinner pjs and shower right away.
Then we can get homework done and they’ll say how their day was if they want to share.

Agree with all of this but also my experience with this age is that when they come home like this often times something has been brewing for a while already. Its a slow accumulation that leads to the many meltdowns. I would call the morah and find out more about how the afternoons are going for her. Is it a longer day then she's used to? Does she have a separate afternoon teacher? You want a two prong approach 1) manage it once she gets home where you got great suggestions and 2) work on prevention so it doesnt keep happening.

One of my kids was coming home like this and I realized that I had to make her go to the bathroom immediately and then sit her on my lap on the couch for a few minutes before moving on to anything else.
