Bike or e-scooter?

My 13 year-old boy would really benefit from a mode of transportation to get himself to and from minyanim. Shul is less than a mile away but there are hills that make it not-so-geshmak to walk. Many boys his age bike or have electric scooters. With a bike they aren't impossible to get up with proper speeds, but its not easy, I know I've done it.

My son has low muscle tone and coordination/ADHD type issues. He has expressed concern about scooters being "scary" but he's never mastered riding a bike. He does not love any kind of sports or formal exercise because of his coordination issues, so he's not super motivated to learn

A bike would be a good way for him to get exercise, but let's say he would be able to get a ride one-way, the bike would be hard to get home. I see lots of boys have scooters, but they are expensive for him to be "too scared to ride it".
If we were to invest in one--bike or scooter, which should it be?
