I would assume they are for putting melted chocolate with something that makes it more flexible for creating chocolate projects..

Chocolate transfer sheets are to make a nice design in melted chocolate. Basically you melt chocolate and then put the sheet on top of the melted chocolate and let the chocolate cool and then you take the sheet off and the design is on the chocoate. The sheet is made out of cocoa powder. You can either use a whole sheet at once or you can cut up the sheet. There are so many nice things you can use chocolate transfer sheets for. There are also baking transfer sheets available where you bake the cake on this parchment paper and then the design goes on the cake.
