I go to the gym 3 times and week and I was wondering if I could say thelim or read Perk Shira while on the treadmill . My question is because of wearing trousers and short sleeves????

The propriety or lack thereof of saying Tehillim or davening while you are actively engaged in some other activity aside--if you wouldn't daven in what you're wearing, don't say Tehillim in it.
