S for some reason, the minute the 9 days started, we started staining everything. Can I spray it so the stain doesn't set for the next week and a half?

I guess I have to ask my LOR, but I don't want to bother him if it's a def. no or yes.

My Rav said "the halacha is not to wear new/fresh clothing, not to ruin them!" He said it was perfectly fine to get out a stain, since letting it sit will likely mean it's permanent.
He also said that e/o could wash their campers stuff when they return from camp in the Nine Days, just not wear any of it till after. Again, so nothing will get ruined. Mold is a big problem when stuff is in those duffels.

So I asked my Rav if I can spray my clothes with Oxyclean - he said, "not a problem."

it's not such a good idea to leave oxy on the clothes for so long. it's very strong and you may find the stains gone with part of the garments. (a bunch of holes in the clothing)

I once had my dd stain a gorgeous dress on Shabbos Chazon (the Shabbos before TB) with chocolate or something and I knew if I didn't wash out the stain MSh it was the end of her dress. Of course I didn't need to wash it for her to wear again during the 9 days. We asked our rav and because it's a hefsed merube (large loss) it was allowed - to wash out the stain, not the whole dress. So ask.
