I recently trained dd at age 2.5 and she B"H did very well but I'm noticing that she keeps touching 'down there'. Is it normal? How do I stop it?

When kids are in toilet training, they are fixated on that issue, and with it, the parts of the body that are associated with it. Tell her that she should only be wiping and washing there, and wash her hands afterwards. Dont make her feel bad or dirty,,, but distract her each time and have her wash her hands she will most probably outgrow it soon!
