Don’t kosher phones specifically block these numbers? Here in Israel they block certain numbers at hotlines.

If he chooses to lie, well there’s nothing you can do about it in any case.
I would have a conversation with my son, ask him, tell him how while it’s fun to have access to everything, it can cause a lot of problems. Tell him I am not looking to police him, or block him from anything. Treat him like an almost adult, give him the feeling of being trusted, and do believe in him!
