I'm not in NJ but my twins have medicaid waivers in Ohio. I'm surprised NJ doesn't have??
Just searching google..... does this not apply to you? https://www.medicaid.gov/medic.....82571
My understanding is that there are 3 ways to get medicaid for a disabled child....
1) be low income and your whole family gets it or just your children if you're a little higher income
2) be low income (but not as low as #1) and your child is approved for SSI payments which come with SSI medicaid
3) get a medicaid waiver. We have a few here in Ohio that apply to disabled children and adults.
If truly no medicaid waiver that applies to your situation in NJ..... see if your child could medically and financially qualify for SSI.

The child must need a 24 hour nurse to be eligible for the waiver in NJ. Even though my child has hundreds of seizures a day, the fact that they don’t need medical intervention to stop it means that she’s not eligible. She would need to be resuscitated regularly to be accepted.
I’ve tried to get her on Medicaid.
