Is parsonage only for a school or shul or can it be for any 501c3?

I believe parsonage can only be given to rabbis or religious workers, so if your organization is involved with teachers or that sort of thing, you should qualify.
(Or housing for people who qualify for parsonage)

If you have a non-profit that’s not involved in religious education or ministry services (shul, school), they can’t provide parsonage to a random rabbi on staff just because he’s a rabbi. The rabbi needs to be providing ministerial services. Hope that’s clear enough.
Also, parsonage is literally payment for housing. So parsonage payments need to be in line with, or below, the rabbis actual housing costs. A rabbi can’t get 10k a month parsonage, $5k from each or 2 organizations, unless he can show that his housing costs 10k.
Edit for typo
