What are the food options with reliable hashgacha near 41st and Collins Avenue? Do I need to go to Harding Avenue or are there enough options in the 40's area?

I haven't been to 41st st. area for a while but yes, there are places to eat. You can get by. Bagel Cafe, China Beach, Grill House, Pita Hut, something in Tower 41 (keeps changing so who knows what it's called today) plus probably a couple others. If you want more upscale then you'd head to Surfside. There is one nice place in the Alexander hotel called Silan that's closer. They have outdoor seating and it's very nice.

To add: bagel boss, pita loca and kosher price 2 on 41st street and 17 in the shopping center on Alton and dade.
