This is totally not me to be asking.
But DC was born with a head of hair that likes to stick straight up and teens are complaining lol.
Are there any natural/less toxic not hard baby hair gel or mousse?

Brush while wet with a baby brush and put on a hat/bonnet. It should flatten it.

This has cleaner ingredients and won’t glue it down like regular hairspray. It keeps the hair neat without that glued down look.

I keep trying to tell my teen girls "Ima's baby, Ima's choice". I take their opinions into account, then decide myself.
When I go to an event of theirs, I let them choose the outfit.
This is something I'd overrule. A cute pompom hat does wonders. Let them but it.

This was exactly my baby!!! I found that if you brush down when its wet and DON'T put on a hat til its dry, then it stays down. Was like this til DC was 3/3.5 months!

Put on a cute headband.
The chemicals in these products have been found to be hormone disruptors.
If it's baby hair, it'll probably shed. If not, it'll grow in or you can even give her/him a haircut.

My magic potion is a mix of natrual / gentle baby lotion with water 1:3 in a spray bottle.
Spray generously. Brush the way you want it.
It has worked to flatten jumpy hair, moisten dry/flyaway hair on babies and toddlers, great detangler for all my kids, newborn (bed hair in the back of their head) all the way up to my preteens.
Good for frizzes.
My 2 yo cut her hair and also has a lot of flyaways/dry hair. I spray generously then pull her hair up I to a high messy bun. All the fly aways and cut hairs stay tucked in with the rest of her hair. It stays nice all day and no, it doesn't make the hair greasy. (Only my preteen. But then again, her hair is anyways always greasy 32-48 hours after washing.
