Most gown rentals carry size 18m and 2t.
They can hem it so it's not too long.
I did this for my daughter when she was 13 months old.

Adorable! I'd definitely do some sort of fancy thing. A white knit is boring, although if you can find with a bit of netting on as well, that'll be adorable too. And a white , soft hairband with some net in if you can find.

If she’s walking I’d do a super short dress that doesn’t cover her diaper with tulle at the bottom. This type of style. And nice diaper cover/ bloomer under. https://ivycityco.com/products.....s-set

I think it’s nicer than a knit outfit at this age.

If her hair is long and straight and she’s walking she can do a little mini dress otherwise I’d go with knit romper

It also depends on how long she is staying. I brought my baby to an uncles wedding just for pictures. I needed an outfit that was nice enough for pictures, but nothing crazy. She was being held anyway for the picture, so my criteria was that color needed to match and shouldn't t look messy when being held.
