When there is no simcha there are no shabbos shoes for little ones...
If simcha is in beginning of season you cqn stretch shoes to last two yomtovem seasons only buying one pair.
Simcha before rosh hashana gets shabbos and even if snug will wear for pesach and opposite too.
So a young xhild who looks like always wearing new shabbos shoes may be wearing one's that are a little small from last season just to go to shul (and then spending rest of the day in park in crocs)

Yes thats big for a four year old but my 9 year olds have always worn at least 3 sizes bigger than you

Wow that's huge. My almost 4yo wears size 25 or 26 & he's an average to tall-ish height.
The shoe linked in the op should last from September to May with daily wear & high top velcro shoes can be sized generously so they don't outgrow. My kids get 1 such pair for winter & then sneakers for summer.
At that age any solid black shoe can pass for shabbos in winter.

and he was a preemie too! he’s tall but not a giant.

Yes, and I'm a 36.5... My 8 year old is only just in a 30 now.

I say enjoy dressing your kids and spending time deciding on different options. I just ordered gorgeous new winter coats for my girls. I absolutely spent time looking through the options.

Op is your son uncomfortable in step Ins because he has a high in step or a thicker foot?
I got my kids these for years and they’re perfect for kids who don’t have very skinny feet. They’re super comfy and under $20 , and in my opinion very shabbosdig.

I am the post you answered. Yes enjoy life. Buy clothes, shoes, whatever you and your family needs. I just wanted to write the group that a 4 year old might not need a pair of special shoes. I hear that many will buy for Simchas in the family and the child has. We should all be blessed with Simchas. Yes it is exciting to get new clothing and shoes.
