how can I wash the white faux fur on collar and cuffs of a black coat?

You really can't if you want it to stay white, unless you detach it from the coat and wash separately. Or dry clean.

Depends on how good they are and how filthy it is. If the dirt is really old and ground in, or if the fabric has yellowed from age and heat, or if they're only a so-so cleaners, then no.
