From a brief search, the actual jojoba nut doesn't seem to be edible, so probably not. Kitniyot was originally decreed on anything that could be ground into a substance resembling flour, to ensure there was no confusion, but the definition has spread over the years. There different views about the fluid (oil) that is exuded by kitniyot. Some people allow cottonseed oil, some don't.
It would be a better idea to ask your Rav, but possibly at a more reasonable hour. (I don't know what time zone you are, but here it is after midnight, and this is a question that can wait until the morning.)

Definitely not chometz, so would be fine if you are not eating it (or applying on your lips).

1. That's got nothing to do with the original post, which is over four years old.
2. The strict definition of kitniyot tends not to be anyone's priority in November.
3. It would be more reliable to ask a Rav whether that would be allowed, rather than making random assumptions.
