It’s very hard to get quality therapy through Jersey care. What are his issues? Does he need intense therapy?

The only way to get therapy through the boe at that age is to go through their evaluation process, qualify for and attend special ed preschool
You will need to go insurance based. Idk which hmo you are on but very few providers aside for children's specialized take jerseycare
