Hi another electrolygist here. Please stay away from laser on lower face and chin!
There are way way too many clients of mine that have varying levels of beards! but it is so much aggravation for them to have to do years of electrolysis on hair that they never had before the laser!
It's true that not every single person that does laser will get this reaction but it's definitely a big issue for most people!
Please take this into consideration whatever you choose to do.

Have you had anyone who electrolysis is not working for? What do you recommend?
Also those who grew more hair back after laser how soon after did it happen and how long did new hairs keep coming up?
Struggling with ineffective electrolysis and my friend with PCOS said she did laser started 6 months ago and she's really happy.

Mostly , I have had clients where the hair growth that was stimulated by the laser Took a while to sprout .
Some did not connect the dots that the laser caused this.
Pcos is a diff story as it's very strong hormones causing the hair growth and it can be controlled by electrolysis but not completely finished cause of the hormones....
So if a client is young ie not menopausal and has a super hairy chin. I mean very hairy. I have at times suggested that they test hormones.
If you feel like yr having a hard time with electrolysis there are some possibilitys
1. Hormone related , some clients lose their chin hair while nursing!
2. Maybe your not consistent enough with appointments . start going every week for a year and you'll see lots of improvement ! It sure can take longer than that to finish but it will make a marked difference!
3 along with consistent appointments Is making sure each app has enough time to work on full area
4. If you are healing nicely after treatments you can ask the electrolygist to use a stronger setting
Good luck!
