It's no tight it looks more like a shirt than a vest. I don't think a shirt would fit under it.

This is not a vest but a turtleneck shell. You don't wear anything but a bra under it; you wear it under a button-front shirt, cardigan, V-neck or crew-neck sweater or jacket, depending on whether or not you want to be able to remove your outermost layer.

Any blazer, Oxford shirt, V-neck sweater, crew-neck sweater or cardigan. It's basically a long dickie to fill in a low neckline without worrying that the dickie will work its way out. If you wear it with a jacket you'll have to keep the jacket on.

Any neck treatment such as a scarf or necklace will add visual interest.
