Can anyone recommend a skirt that doesn’t fall down when baby pulls on it from the floor and that is resistant to stains from dirty baby hands? Extra bonus if it repels spit up

You need a skirt with a set-in rigid waistband, not an elastic waist. Plastic is babyproof, but uncomfortable to wear. Otherwise, there's no such thing as a babyproof fabric. That's why aprons were invented.
