Yes in some areas you can text 911. Imagine being in a situation where you don't want to even call to whisper (active shooter) or what if they person cannot physically speak (deaf or mute) or you have a heavy accent.
it's not universal. But it is becoming more available.

True but the scammer messaged me and included 911. Isn't that weird

This is true, but I'm not sure how it would benefit a scammer to do this. Maybe 911 can't receive texts in that area, but they thought adding that number to the recipients made it look more legitimate
You can type any number as a text recipient, it just won't reach them if they can't get texts
