I wouldn't rely on being able to purchase or using somebody else's especially if you have one that you can take along...

Most men usually want their own for hallel and hoshanos.
And you want to have to go somewhere to take 4minim even just to shake?
I vote to bring yours.

Chabad definitely has (it's run by Jews who also keep the mitzvah of shaking Lulav and Esrog). But their Lulav and Esrog might not be in the Chabad House at any given moment, someone might be taking it around to look for Jews who haven't done the mitzvah yet.
If you don't mind being on their schedule, I'm sure they'll be happy for you to use theirs, but it would probably be much more convenient to bring your own.
