I dial my friends number and instead of it ringing and then going to voicemail, it doesn't ring at all and sends me to the voicemail of a different number with a different area code?
WHAT does that mean?

Her phone may have been hacked, see if you can call her on her home phone or with whatsapp. I know someone whose phone and bank accounts were hacked and this was one clue that she was hacked.
