Those are the only 2 stores I could think of that I know about and we didn’t go.
They will have a hard time with the Brenda’s dressing room.
Esti’s can be more expensive but maybe we should try?

My girls are an xs and 5”1.
My girls mentioned that they want to go there. I never heard of this store but my girls told me it’s been around for a few years and their friends have bought clothing there.
I guess we’ll try one day/night this week.
I personally like teen lines from kids clothing stores much more youthful looks - depending of course how old your girls are

Check out the brand zaikamoya - a few frum stores carry it and they have a website. My daughter is also very petite and although the models are much taller, I just hem everything. I can try to post what my daughter got this season if that’s helpful.
Here are some links to dresses that look beautiful on my petite daughter - I don’t know your daughters’ tastes but maybe it can be helpful to someone. I honestly think some of them look better on her than on the models shown in the photos.
