My 7yo bought a makeup kit for herself with gift cards she got for her bday. I don’t have a problem with it.

I wouldn't let mascara until high school. It's actually not great for your eyes especially of they are sensitive. Lipstick and eye shadow is all I would let my 13 year old do. But she has amazing clear skin.

I have no idea what's mekubal there, but instead of just listening to them, look around at your neighbor's daughters who are the same age.
FWIW, OOT American BY has girls wearing makeup for.shabbos starting in 11th grade.

I think in Brooklyn Bais Yaakovs it's also 11th grade (not to school, though).
my daughter just started 12th and isn't really interested, though. blush once in a while just cuz her skin is pale
