How difficult is it bringing in luggage and groceries? If there is a lock down in the old city can you get in if you just arrive then?

You can only bring things to the parking lot and you can't park unless you pay a monthly fee for a spot. If you are a resident, you can get in even if there is a lock down but if you're just renting for vacation, ask the landlord what to do in case of a lockdown. In general, the Old City is only closed to traffic on chol hamoed so otherwise, I wouldn't worry about that. Just hire a taxi to drop you and your stuff in the parking lot.
There are people with go-carts that might be able to drive your stuff in for a fee, but you need to ask your landlord about that too.
