B’H our shul has the use of preschool classrooms for babysitting on Rosh Hashana and Yom Kippur, which means the kids have plenty to play with, but it can get chaotic having 20+ 2-6 year olds free playing for several hours. I’ve tried to think of activities we can arrange but am stumped on YT-friendly activites. Need free or cheap and no food to bring in.

My shul has done this in the past and we just ask each family to bring a few toys and books. Also do outside playtime.

2-3 yr olds it’s hard to play games with, but 4-6yr old.
Doggy Doggy where’s your bone.
Everyone sits in a circle
One child leaves the room (or covers
there eyes in the corner)
A child sitting in the circle hides something
The child hiding his eyes has to guess who is hiding the item He gets 3 tries.
Indian cheif - also all sitting in a circle
one child hides his eyes.
Another child starts a motion (clap hands, taps head, taps the floor.
Everyone follows
The one hiding his eyes has to guess who the Indian chief is

The OU has packets for synagogue groups leaders for different ages. You can search "Rosh" to find specifically what's available for Rosh Hashanah. They have them for every week by parsha, so you could also check out the parsha packets for additional activity and game ideas. I don't think 3 year olds will be so picky about their activities being strictly RH themed.
