Should I discourage this? She really isn't very hairy. The hairs are blondish and not too much, hardly noticeable really. She just said she doesn't like it. Should I help her remove the hair? And if so, how?

If she is self conscious, I'd say do it. Laser or electrolysis is probably best.

Shaving will make the hairs thicker. I wouldn't be happy with my daughter doing this. I have dark hair and never touched it. But if it bothers her I would have her do waxing.

I can’t remember how old I was when I started but I shave my forearms every time I shower. So I have no idea if it grows thicker because I shave it off anyway!

I would personally try to discourage it especially if it's light and fine. She's so young!!!

Please discourage her from shaving, it is such a pain and the hair may grow back out of control & horrible.
If she wants to remove, take her to get her arms waxed.
Though I would try to discourage it & get her to learn to accept it. Explain that most people have arm hair & it's not noticeable to others when it's so light & that she may regret removing it. She's very young. Perhaps tell her that you'll discuss it again in a year or so.

DD10 complained about her arm hair recently. I told her that its regular (she's not very dark) and when she gets a bit older we can gladly remove it but right now she's still little and its normal to have arm hair and she should embrace it.
she was fine with it and hasn't mentioned it again.

I would discourage now because she’s young and it’s light, I would do laser when she’s a bit older
Most laser technicians don’t work on girls so young
