It's not loading correctly in Google Docs or Word
Any other way to do this without paying for a program?
I need to add and edit the text in the document.

There are free PDF editors online. Though I'm not sure how they'll work with Hebrew.
Try searching "convert pdf to text" or something like that

Is the pdf real text? Can you highlight the text if you open with a pdf reader?

yes I think so.
But when I transfer it to another program it goes bad because of the language.

It's coming out mixed up because of the Hebrew.
