How can one go about finding a program for girls that does not force rules down their throats. Allows them to come to their level of yiddishkeit they want to live. If they want to wear pants but still keep shabbos kosher etc…. For a girl who isn’t into drinking and partying but if she wants to go out once in a while will be allowed to…. Help!

No I don't believe so. Maybe Midreseshet Tehilla....but I'm sure skirts are required

She doesn’t have a problem with wearing them in school. It’s out of school.

If she's prepared for some serious learning, Nishmat's Shana b'Aretz program. They expect solid commitment and serious learning, but the encourage the girls to study the sources and draw their own conclusions.

It's associated with Bnei Akiva, and is a very zionist environment, but if you ate she are OK with that, it could work.
