Can a girl who is not making aliyah and obviously not Israeli do a lone sherut leumi year? If so, can it be for just one year? And does she get paid and provided a place to live?

Payment for Sherut Leumi is minimal, and you'll probably need to supplement it.

A lone sheirut girl gets paid an extra 500 nis a month. Currently, girls get paid about 1400 nis a month. So a girl who comes alone makes close to 2,000 nis a month.
This is still very low but doable. The government provides you an apartment and a free rav kav. Depending where she works she may be given one meal a day. If she is provided with more than that her pay will be lower.
Why wouldn't that cover her expenses?
