Who is responsible to clean between tenants, the tenant or landlord ?

Therenis a term "broom-clean" to describe how tenants should leave it. Basically sweep up any garbage and debris. But that's about it. The landlord needs to be responsible for a full cleaning.

Landlord does full cleaning between tenants, often also fresh paint etc

Tenants need to leave apartment in same condition besides normal wear and tear

Ime as a tenant I was expected to leave the home broom clean. When I had a really crazy landlord I went around cleaning spots off the walls that had been there since before we moved in. But every house that I moved into needed a deep clean and I was expected to take care of that.

The landlord is supposed to give over an apartment in reasonable condition but is not responsible for sending in a cleaning crew or cleaning lady. That would be on the tenant.
As far as painting and minor renovations go it can be done in a few ways:
1. Landlord does it and charges going rate for rent
2. Tennant pays for it and gets a discounted rate
3. Half and half
We chose the first option. We wanted to make sure it's done by a decent guy rather than cheap worker cheap job.

So the landlord is responsible to paint and fix but not clean?
I am referring to heavy cleaning such as ovens and refrigerators
