Help! My 6 yr old ds can at times be very unstable and not grounded. We have been getting him lots of help over the years. Yesterday I saw him touching my 3 yr old dd at her private parts. What should I do???

Certainly not look for answers here. Get in touch with a child therapist.

Tell your son that private parts are not for touching (unless by a doctor or for cleaning) and noone is allowed to touch his. Just facts.

What was DD doing? How was she responding?
At those ages it is still within the range of normal, it's called "exploratory play" or "playing doctor." It is not harmful in that setting, or even inappropriate or unexpected.
BUT I would want to see DD as an active partner or at least an interested, curious, consenting partner in this type of play. AND in another year or so it's no longer within the realm of normal for your DS (this is preschool/kindergarten-type play).
Do speak to BOTH your children equally and explain that we do not show our private parts to anyone and we don't touch or look at anyone else's private parts. This is the perfect time for the safety talk.
But so long as DD wasn't upset, and was playing along with DS, I would not get angry at or punish DS.

About the bolded, what do you mean "unstable" and "not grounded"? What kind of help have you been getting him and for what? And how many years?
