I am building a toy closet and broom closet right next to each other in the playroom. 18 inches is definitely enough depth for a broom closet. Is it enough for a toy closet or would you recommend I make both closets 24 inches deep.

I find that's deeper it is, the more gets lost. However, if you have the space, and you are organized in terms of keeping everything in boxes, I would go for the deeper option

Measure the bins you want to use for your toys and make sure closet is big enough for them

I have 24" deep because I put the bins in with the short side facing fwd. This fits more in a small space and works for me.

I made the closet deep enough to put the 24” long bins facing forward on the floor and the door can still close but the shelves above are only 18 inches so it stays neater.

Same. This also gives you the option to convert the closet to hanging space at a later date, as you need 24" for that.
