Aside for coat closet and linen, which are typical.
And bedroom/clothing.
My house literally has no closets! (Small closets In bedrooms with very few shelves)
Trying to find space and see where we can fill in closets because I’m losing my mind from the mess and clutter all over.
Also, what would you prioritize? I know these things are expensive so probably won’t do them all at once. We have a teeeny tiny coat closet now and no linen closet…
Please help me figure this out! Tia!

Obviously don't know your space situation, but a quick fix is to open the closet all the way by reframing the doors until the ceiling.
This allows you to fully utilize and access the top shelves

So linen is all over the place.
Coat closet doesn’t fit my family size coats etc. no boots, no backpacks etc. so these are always all over the place. (It’s deep but narrow and short because it’s on top of the steps, so fits very little)
Shopping bags, cds/USB’s etc, photos/albums etc. gift wrap., office supplies.
I also don’t have a pantry so a little bit of spare paper goods and case water.
Just off the top of my head!
I’d also love a place for creams, ointments etc and hair accessories that’s not in the bathroom because the space is very limited there too

You can get vinyl covered wire units to hang inside closet doors or on the back of bedroom doors. Useful for the small stuff you mentioned like shampoo bottles and cream jars. Or you can mount shoe racks instead.
You can also install more shelves above existing closet shelves, or even stack milk crates to create cubbies all the way up to the ceiling.
Spring-loaded curtain rods or standard curtain rods can be hung in narrow alcoves to provide hanging space for shorter items.
Consider using copier paper cartons for underbed storage. You can cover them with decorative self-stick plastic if you like.
Someone I know installed shelves all along the bedroom walls about 18 inches below the ceiling, and used a whole slew of self-stick plastic-covered copier paper cartons to store everything imaginable as long as it wasn't needed on a daily basis. The cartons were numbered and she kept a notebook listing what was in each carton.
Google "organizing small spaces" for more ideas. Oh, and declutter first. Most people have far more stuff than they need or even use. Embrace minimalism and versatility.

We don't have a coat closet so we have a coat rack plus hooks near the front door.
We have a kitchen closet that is my pantry. We have closets in 2 bedrooms. We have a linen closet.
My laundry room is technically a closet but it's in the basement so we never bother closing the doors.

I have a small coat closet and a mudroom when you come in. In the mudroom I keep grocery bags and a first aid kit and toolbox plus the kids coats backpacks etc. I have a pantry in the kitchen. I keep all my food in here plus paper goods.
Upstairs I have closets in each bedroom, a linen closet, a larger 2 door Costco closet where we keep back up cleaning products, diapers and wipes, some back up paper goods like coffee cups. Then we have a closet in one of the bathrooms and we keep back stock of creams, toothpaste, ointments etc

Yah. A friend of mine built narrow shelves inside the basement door to hold canned goods, crackers and so on. It was like the vinyl racks but made of wood and built onto the door.

I have a special closet just for books in the hallway. I saw it by a sibling of mine and loved it. I have a huge closet just for storage in my bedroom. I keep suitcases, arts n crafts, maternity clothing, and whole lot of other stuff.
