The jobs that use government funding require background checks. So the catapult tutors etc are all background checked

It's also illegal not hire him at all. More
difficult for a prosecutor to prove, but still illegal in this country.

I had it done at every school I worked for. It's a basic safeguarding measure.
Almost all schools comply, I think some of the chassidish chedarim didn't in the past but they mostly all do it now. |
It is a legal requirement these days.
However if the rebbe/teacher is guilty of something without having a conviction it wont show up on the legal document....

They are, but I also suspect that the school did something to make it go away quietly.
Schools should check. People have been convicted of things and hired again. It's really not excusable in this day and age.
