Until chatzot tomorrow, all of the 9 day restrictions are in effect. Not like shavua shel chol bo, though.

You should ask your rabbi. We are sfardi and my husband said we can listen to music tonight, but the rabbi said no meat until shkiah tomoro

For this year? That's true on a Tisha B'av that falls out on a Thursday or when it is pushed off from Shabbos to Sunday. When it is on a Tuesday or falls out on Sunday then all of the 9 days restrictions apply until chatzos the following day.
