It's a minhag to read a Eicha, not a halacha. (Admittedly, a very strong minhag.) It's not like Esther, where there is a halachic requirement to hear every word. So, no, you don't have to read it aloud. The same applies to Kinot.
Having said that, it's much easier to hear the poetry when you do read aloud, and the poetry enhances the meaning. It means much more to me if I can say Eicha and Kinot aloud.
