After chatzos we sit on regular chairs and wash our hands regualr but shoes stay until after the fast.

Ive never heard of it or found a source for that, but there may be special circumstances where its ok. Certainly for health reasons.
I do wear non leather shoes which are not uncomfortable.
I have heard of people wearing purposely uncomfortable shoes today and changing after chatzos to more comfortable but not leather shoes.

chairs, tefillin and mundane work may resume after chatzos, but the 5 restrictions: eating/drinking, washing, annointing, marital relations are all forbidden the whole day.
