Yes I’ve heard of this. Even for shabbos should be a light mopping not heavy cleaning.

I view clean countertops like clean dishes.. a must for sanitary preparation of food.

We don't mop the floor except l'kavod Shabbos. We do sweep and wipe up spills.

Seems to be a chassidish minhag. I only only heard of this from one person who I met as an adult.

Is it possible you may be thinking of the day of Tisha B'av when you're only allowed to do housework after chatzos? I have never heard that you can't do mopping during the nine days.
