As of today - are these places open
Kotel
Kever Rachel
Maarat Hamachpela
Kever David Hamelech
Kever of Shmuel HaNavi
Kever Shimon HaTzadik
Amuka
Kevarim in Tzfat
Kever Shimon Bar Yochai

Yes, all continuing as normal.
There are occasional sirens in Sfat, and even more rarely at Amuka, so make sure you know what to do, but the chances are that you'll be fine.
Never been a better time to daven!

Kever Shmuel haNavi (Nebi Samuel) is on the outskirts of Jerusalem. The only issue I can think of is that there's no merchav mugan, as far as I know. The Kever itself is below ground level, so shouldn't be used as a merchav mugan. But it's a long time since we've had alerts in Jerusalem. I wouldn't see that as reason not to go.
(In fact, when we were talking about going there at Pesach, it didn't even occur to us! We didn't go because it was too hot, but not for security reasons.)

Even if technically you could go to all these places, I personally (living in Israel) would not go to Amuka, Tzfat, or Rashbi. There are sirens there on a regular basis. Unless you are very brave and don't mind being there when there is a siren and you have 30 seconds to get to shelter and have no idea how to do that.

A regular basis = approximately once a month.
Meron, I think, is less. My friend camps there regularly.

You got me wondering, since it seemed more frequently that I get alerted in my tzeva adom app.
I checked this website: https://www.oref.org.il/heb/alerts-history
In the last month:
Amuka - 4x
Meron - 1x
Tzfat - 2x
So I stand corrected about a regular basis, but I also stand by what I said that I wouldn't go there at the moment.

Maybe they only let you check if you're within Israel?

Don't think so. My father uses it, and he's not in Israel. Anyway, it would be stupid not to let other countries know how many alerts we're dealing with on a daily basis.

Not because of the war, but you shouldn't go to Har Hazeisim without security. The Arabs frequently throw stones at cars driving there - they did this before Oct 7 too.
