How did black sharpie get there?
I don't think it will come off as it's permanent. I would give it in to wig place and ask them if they know what to do.

I colored it in to fill in the bald spots and I ended up coloring in the hairline by mistake

Alcohol got sharpie out of my toddler's clothes. Maybe try that.
