Thinking this is a long shot but worth crowdsourcing an answer: Are there any yeshiva day school/cheder schools that have dormitory facilities for a seventh grader? I cannot answer questions about why someone would be sending a little kid from home, just looking to see if this exists.

You may be a able to find a situation where he can board with a family. Try Yeshiva of Greater Washington.
