Anyone know if this is something you can do? Who would the car be registered under? Who is responsible for having insurance in their name?

I believe when you lease a car a bank actually owns most of the car.

The potential liability for renting out a car is enormous.
Your standard auto insurance wouldn't cover it and so you could potentially be liable for the car plus any damage the driver of the car causes.
Most people would not even lend a car to someone because of the potential liability.
Are you trying to give someone the right to use your car for two or three years - just sell it to the as that is what people do if they no longer want their or need their car.
