Help with rules for an electric bike for my 14 yr old son

My husband bought our 14 yr old son an electric bike Im really not for it but my husband bought it.
I want to set up some ground rules for my son.
We live in Monsey for reference.
What rules should I put down.
I told him that he will have a curfew but what else.

I've seen pics of kids riding like crazy across traffic in dangerous ways--so rules of where and how to ride in traffic.

Please tell him to respect & watch out for pedestrians & not be aggressive. Electric bikes aren't meant to be zoomed with down the sidewalk where people are walking. I see boys zooming in to pedestrians & expecting the people to move for them. The zoom in to mothers pushing strollers and expect the women to go on the road to let him pass. It's not meant to be this way.
They should be riding at the side of the road & follow traffic rules.
Another important rule, he should never pass a bus stop sign! We've had several times on our street boys zooming in to kids getting on and off the bus.
