im trying to renew my 10 yo american passport.
I filled out the form and have a picture
im so confused what to do next
do I need an appointment? can I mail it in with her old passport?
is anyone here familiar with the process?

You need to make am appointment at a passport center (can be at a post office, library, maybe other places).
Both parents need to go.
You need to bring the application, photo and some other things (I don't remember exactly, look online for the list)
I think it's either expired passport or birth certificate for the kid
And both parents drivers' licenses plus a photocopy of front and back
And you need to pay two separate fees with checks

You can't renew a child's passport. You have to schedule an appointment in person with your child and both parents.
