Toilet paper in public restrooms is generally very thin and flimsy. So I can see why that might be challenging. But in general, if you are an adult who does not know how to wipe with toilet paper, then I would say you are probably missing a skill that you should have learned earlier.

I'm pretty sure five year olds would make a mess using wipes, not putting them in the garbage properly, flushing them etc. Definitely couldn't rely on every child being properly trained as to how to treat wipes. Also they would take wayyy too many. It shouldn't be needed unless they're dirty before they go or they sit for a very long time on the toilet after being dirty already. More likely just not wiping properly, which is fairly normal at that age.

Ooooh don’t flush wipes. “Flushable” ones clog up the toilets also. Ask any plumber. All wipes no matter how they are labeled should be thrown in the garbage.
