you can go to your local healthfood store and check out what they have. The regular chain food stores dont really carry healthy brands.
Some babies do better with milk based and some do better with soy based.

No, this is false. Regular formula is sweetened with lactose. Hydrolyzed formulas use corn syrup.
(Only a tiny number of babies are sensitive to lactose as this would naturally be fatal. Most sensitivity is milk protein. Lactose free formula is a scam.)
The FDA heavily regulates the composition of formula. All traditional formulas are roughly the same. They will make claims about added DHA and whatnot, but there really is no "best". If your baby has no sensitivities, any US-manufactured formula will be roughly equivalent.
Please be careful with health food store brands that may not be FDA approved. One goat milk brand had to stop advertising itself as suitable for infants.
